Victor Ilyushchits was born on October 31, 1961 in Ukraine. In 1983 he graduated from the Engineering Academy. A.F. Mozhaysky specialty automated information processing and management systems. He worked as the head of the information department of a Moscow company, a leading specialist in the commercial directorate of the large software company Sibintek.
